Contrary to a widely held belief, a notary's regulated fees (émoluments) are not freely set. They are fixed by decree and identical everywhere in France, whatever notary is chosen. What you pay at Maître Capdevila's firm in Beaulieu-sur-Mer is exactly the same amount as at any other French notary.
Notary fees are made up of three parts: the notary's regulated fees (émoluments) (their regulated remuneration, roughly 10 à 20 % of the total), the duties and taxes paid over to the State and local authorities (roughly 75 à 80 % of the total), and the disbursements (costs advanced by the notary on the client's behalf: copies, publications, surveyor, etc.).

For a purchase at 300 000 €, expect around 21 000 à 24 000 € in fees. These fees include the transfer taxes (5,80 % in the Alpes-Maritimes), the notary's regulated fees (émoluments) and the disbursements.
New-build property purchase (VEFA)
400 000 € in VEFA = ~10 000 € in fees
Fees are reduced for new-build properties because transfer taxes do not apply. For a new apartment at 400 000 €, expect around 8 000 à 12 000 € in fees.
Inheritance and estate settlement
Estate 200 000 € = ~3 870 € in notary regulated fees
The notary's regulated fees (émoluments) for settling an estate are calculated on a decreasing scale. For an estate of 200 000 €, the notary's regulated fees are around 3 870 €. Inheritance taxes (paid over to the State) are added according to the family relationship and the value of the assets.
Will
Authentic will = ~113 € HT
Drawing up an authentic will before the notary is a deed with fixed regulated fees (émoluments) of around 113 € HT (excl. VAT). Registration in the central register of wills is included. A holographic will (handwritten) can also be lodged with the notary for safekeeping.
Marriage contract
Marriage contract = ~260 € HT
The regulated fees (émoluments) for drawing up a marriage contract are around 260 € HT, plus disbursements (publication, copy). The preliminary consultation to choose the matrimonial regime is included in the support provided.
PACS before the notary
Notarial PACS = ~218 € HT
Registering a PACS before a notary is a deed with fixed regulated fees (émoluments) of around 218 € HT. The notary drafts the PACS agreement and registers it directly, with no need to go through the town hall.
Gift
Gift 100 000 € = ~2 085 € in notary regulated fees
The regulated fees (émoluments) for a gift are calculated on the same fee scale as inheritances. For a gift of 100 000 €, the notary's regulated fees are around 2 085 €. Gift duties (paid over to the tax authorities) are added, after a tax allowance of 100 000 € per child every 15 ans.
Transfer of a business/goodwill (fonds de commerce)
Transfer 150 000 € = ~3 810 € in duties + regulated fees
The registration duties for the transfer of a business/goodwill (fonds de commerce) are 3 % on the band from 23 000 € to 200 000 € and 5 % above that. The notary's regulated fees (émoluments) are added on a regulated scale.

By convention, notary fees are paid by the buyer in a property sale. It is the buyer who chooses their notary (or shares the regulated fees (émoluments) with the seller's notary if there are two) and who pays all the fees. They are paid to the notary before signing the authentic deed.
Regulated fees (émoluments) are not negotiable: they are set by decree. However, since 2021, notaries may grant a discount on their regulated fees of up to 20 % for deeds whose base exceeds 150 000 €. This discount is optional and must be applied to all clients on the same terms.
For an estate of 100 000 €, the notary's regulated fees (émoluments) for settling the estate are around 2 085 €. To which are added the disbursements (ancillary costs: deed of known facts, publication, copies) of around 300 à 500 €. The inheritance taxes paid over to the State depend on the family relationship: nil between spouses, up to 60 % between unrelated persons. A child inheriting from their parent benefits from a tax allowance of 100 000 €, and therefore pays no duties on that band.
Drawing up an authentic will before the notary costs around 113 € HT in fixed regulated fees (émoluments), plus disbursements and VAT. It is a modest investment given the legal security it provides: the authentic will is drafted by the notary, kept in the central register of wills and cannot be lost or challenged for a formal defect, unlike the holographic will.
